The Architectural Control Committee must approve beforehand any re-modeling/construction to your home that alters the exterior appearance of your home from the street, including but not limited to painting, new windows, out-buildings, fences, etc.

Neighborhood Services

The Association employs off-duty Houston Police Department officers to patrol our neighborhood day and night.  These officers have the full authority of an on-duty HPD officer.  Call 281-679-8700, state your problem, and then give your name, address, and telephone number to the dispatcher, who will contact the officer on duty. 

If you are going on vacation or will be out-of-town, call Security if you want the officers to check your home while you are gone.

Garbage: WCA Customer Service (281) 368-8397

The neighborhood’s garbage collection is currently contracted to WCA each Monday and Thursday.  Re-cycling pick-up is each Thursday. For complaints or missed pick-ups, please call WCA Customer Service.

Reminders:

·         We have back-door pickup, so please do not leave trash at the curb unless you have more than six bags of trash.

·         Thursday is pick-up for large items.

·         Never put trash at curbside before 6pm on Wednesday or Sunday.

Recycling:

·         No Glass is accepted.

·         Newspapers and Magazines

·         Aluminum cans

·         Metal (tin) cans

·         Only plastics marked “1” or “2” on the bottom.

Neighborhood Maintenance Issues:

 

Over the past few years, Nottingham Forest residents have requested that we improve the look of the neighborhood along the Dairy Ashford frontage.  Over the past several months, the Board engaged a professional landscaping firm to develop a plan that updated the design and removed dead or dying shrubbery from the area.  We sought a plan that was economical and took advantage of the existing, largely-solid brick posts and wooden fencing while creating a distinction between Nottingham Forest and the adjacent frontage of Ashford Forest.

With the assistance of neighborhood resident and landscaping professional Tom Read of Prewett, Read & Associates (www.prewettread.com), we evaluated the submitted plan that included using stacked, interlocking blocks along the frontage and easy to maintain Asian Jasmine as a ground cover.  Pockets were carved out within the ground cover to allow dramatic plantings of shrubs or other large perennials visible while walking or driving past the neighborhood.  Irrigation was improved and modified to make it easier to maintain.

We engaged in a competitive bidding process for the work and selected low bidder and current neighborhood landscaping maintenance contractor Encore Landscaping (713-660-9974) for the construction.  Encore completed its portion of the project by March 2009 and the final portion of the project will be the showpiece plantings in the pockets, which Mike McAuley, board member for Neighborhood Beautification and Maintenance, will complete over the coming month in order to minimize costs to the neighborhood.

Deed Restriction Issues:

 

  • Nottingham Forest Civic Association not only enforces Deed Restrictions, but insists on compliance with the laws of the City of Houston with respect to building permits.  Anyone having a concern about a structure in the neighborhood meeting the City's building code or requiring a City building permit can phone 311 and make a report to the City operator.  It is not necessary to give your name.  An inspector from the City will determine if a violation has occurred.  You can also call back later to learn the results of your complaint.
  • Building permits are required for almost any construction except some fences, sidewalks, etc.  Homeowners should insist that plumbers, electricians, remodeling contractors, and so forth get the proper permits.  It is more expensive to pay the fine than to purchase the permit.  The City has the power to order demolition of structures that are in violation.   
  • Homeowners or contractors applying for a building permit must sign a form stating that the work is in compliance with Deed Restrictions.  This should serve as a reminder to consult the ACC in advance and to read the Deed Restrictions.  The city does not actively enforce most Deed Restrictions, as that is role of NFCA, but property line setback requirements are enforced city-wide as a fire safety issue.  The City building code is very detailed--obtaining a permit helps the homeowner be sure that planned changes are in compliance.  Obeying the law protects the appearance and safety of our neighborhood.

Security Update:

  • Although there has not been any increase in crime in the neighborhood there has been a considerable increase in crime immediately outside the neighborhood.  We suggest that residents and their children refrain from walking along Memorial or Dairy Ashford after dark.  As well, when parked at stores or establishments remove your valuables or lock them in the trunk.  A few incidents have occurred where people have been approached by people in vehicles asking for help and then were subsequently robbed at gunpoint.  So as much as this goes against our general helpful friendly Texas nature, we suggest you not engage anyone asking for help in a vehicle unless you know them.

Annual Membership Meeting:

  • On Sunday, May 31, 2009, the Nottingham Forest Civic Association will hold the annual membership meeting between 3:00 to 5:00 p.m. This meeting will be held at the Nottingham Forest Club at 325 Kickerillo.
  • Ten percent (or 63) homeowners/proxies are needed to achieve a quorum and conduct our business.  If you cannot attend the meeting, please mail or deliver a completed proxy AS SOON AS POSSIBLE to either of the following persons:

Flooding Issues:

Many in our neighborhood are concerned with recent flooding even though our storm sewers were recently upgraded.

With that in mind, the various officials’ contact information is listed below who may be able to help with this issue. The board is in the process of contacting these officials and voicing neighborhood concerns. Feel free to contact them as well in whatever method appeals to you.

West Memorial Coalition

  • Tom Asch, NFCA President, and Ron Schleinschok, NFCA board member in charge of security have met with other civic association board members in the West Memorial area to form a coalition of civic associations to give a united voice to area concerns with the recent increase in crime. Together they will devise a plan to increase communication with local law enforcement officials on a continuing basis, enlist businesses to increase security, and to put pressure on officials to increase law enforcement patrols in our area.
  • The coalition will also make plans to voice other area concerns with flood abatement, road improvements etc.
  • Eventually the coalition may develop into a super neighborhood council, but due to the time and effort this will demand, this will be addressed once more pressing issues are resolved.
